CM Build Information

The CM Build is a 3-year pilot program designed to improve the quality and efficiency of the construction work done on NYC Housing Authority developments. Under the CM Build Program, contractors have the opportunity to pre-qualify for projects, in their area of expertise and then, if qualified, the ability to bid on approximately 60% of NYCHA’s project portfolio. Historically, NYCHA has awarded its contracts to the lowest bidder and not the lowest, qualified bidder. This program is changing that process overnight.

There are currently five CM Build firms, under contract with NYCHA, that will be administering the nearly $500 million worth of construction work under this program. Requirements of the CM Build Program

To qualify for the CM Build work firms must meet with various criteria regarding their project experience, resources, financial strength and stability, safety standards, local law compliance, and apprenticeship program participation. Each of these requirements are clearly laid out in the bid requests.

Other NYCHA Contracts

NYCHA has committed to both improving its overall Capital Program as well as to specifically solicit another round of bids for large CM Build contracts within the upcoming year. Resident Hiring Requirement

Although non-CM Build contracts do not have the same qualification criteria, they all have a resident-hire mandate that firms should be aware of. Known as “Section 3”, the 1968 U.S. Housing Act requires contractors doing business with housing authorities and other various HUD funded programs, to submit a resident hiring plan and, to the greatest extent feasible, fill the jobs with public housing residents and other low-income residents of the community. HUD encourages 30% as a resident-hiring numerical goal but it is left up to each individual housing authority to institute the policies and programs to implement this regulation.
